Tracking Constitutional Change Around the World: Spring 2026 Updates

5 MIN READ

Since the start of 2026, constitutions worldwide have been shifting in real time through amendments, referendums, and rewrites, proving that even the most entrenched laws never stand still.

HeinOnline’s World Constitutions Illustrated has continued to expand, adding new and updated constitutional material from across the globe. From Mexico’s amendment reducing the working day to Barbados refining its republican constitutional order, alongside a draft constitution in Kazakhstan, these developments highlight legal, political, and social change in motion.

What’s New So Far in 2026

  • Constitutional updates from 20 countries
  • 55 newly added titles
  • Ongoing monthly updates across jurisdictions worldwide

These additions strengthen what is already the most comprehensive resource of its kind, combining current and historical constitutions with amending laws, consolidated texts, and key secondary materials.

Key Themes in This Update

Several patterns emerge across this latest round of updates:

  • Active constitutional reform
Countries like Mexico, Nicaragua, and Barbados continue to revise foundational legal frameworks.
  • Improved research clarity through consolidation
Updated consolidated texts in Brazil, Luxembourg, and Peru make it easier to track how constitutions evolve over time.
  • Expanded language access
New translations and multilingual versions broaden accessibility for comparative researchers.
  • Emerging developments to watch
Kazakhstan’s draft constitution offers insight into a live reform process.

Highlights from Selected Countries

Mexico

Mexico’s March amendment addressing the reduction of the working day marks a significant development in labor policy. While the decree is already in force, the actual reduction is phased, decreasing by two hours annually starting January 1, 2027. Researchers can now access both the amending law and a fully updated consolidated constitution reflecting this change.

Brazil

Constitutional Amendment No. 138/2025 modified the Brazilian Constitution to allow public professors to accumulate their teaching position with any other public position, provided there is schedule compatibility. Also, multiple consolidated versions of the Constitution of 1988 across languages provide valuable tools for comparative and international research.

Kazakhstan

A newly added Draft Constitution (2026) offers rare visibility into an active constitutional reform process, alongside the current 1995 Constitution in updated form. A new 2026 Constitution was adopted following a national referendum on March 15, where it received approximately 87% support. The new framework is set to take full effect on July 1.

Nicaragua

A series of 2026 amendments affecting multiple constitutional provisions highlights ongoing structural changes within the country’s legal framework. Key amendments ratified in January include the elimination of dual citizenship (whereby Nicaraguans lose their nationality upon acquiring another) and the extension of the presidential term to six years.

Barbados

The Constitution (Amendment) Act, 2026-3, passed in February, refined the republican framework by introducing anti-defection provisions.
