Legislative Background

Following the 2024 federal elections, Republicans held unified control of Congress and the presidency, enabling consideration of a broad set of domestic policy proposals. Early discussions in Congress considered dividing those priorities across multiple bills, but an alternative approach emerged to combine them into a single reconciliation measure.

The decision to pursue a single reconciliation measure informed both the structure of the legislation and its legislative path.

The law was introduced in the House of Representatives on May 20, 2025.[2]William H. Manz, Editor, Act to Provide for Reconciliation Pursuant to Title II of H. Con. Res. 14, Also Known as the “One Big Beautiful Bill” Act of 2025: A Legislative History of Public Law No. 119-21 (2026). Scope of the Legislation

Public Law No. 119-21 is a large, multi-subject statute that includes hundreds of individual provisions. Changes to Health and Social Programs
The legislation includes adjustments to federal health and welfare programs, including Medicaid and the Supplemental Nutrition Assistance Program (SNAP). These changes include new eligibility requirements and modifications to federal and state funding structures.

Energy and Tax Credit Policy
The law modifies or phases out several tax credits related to clean energy, electric vehicles, and residential energy improvements. These changes relate to current policy discussions regarding energy policy, infrastructure investment, and the role of federal incentives.
